Free learning management system: what the free tiers actually give you
There is a lot of genuinely free LMS software, and for a first cohort it is often the right answer. The problem is that "free learning management system" describes at least four different bargains, and the one you pick determines what happens on the day your course library becomes valuable.
This is not a ranked list of products — we do not rank LMS vendors, and doing it while also selling build guidance would make both less trustworthy. What follows is how free LMS plans are actually structured, which cap you will hit first, and what to check before you move a course library into one.
First, four words that are not synonyms
Searches in this category return wildly different products because four terms get used interchangeably and mean different things. Knowing which one you actually want will save you a month.
- Learning management system (LMS). Delivers courses to learners and tracks who completed what. The record of learning is the point. If you need to prove that a named person finished a named course on a named date, this is the category you want.
- Learning content management system (LCMS). Focused on authoring and managing the content itself — reusable learning objects, versioning, multi-course reuse. A free learning content management system is solving an authoring problem, not a tracking one. Large training teams often run both.
- Course platform. Built for selling courses to the public. Excellent at checkout, marketing pages and creator payouts; usually thin on cohorts, org structure and compliance reporting.
- Employee training software. Often an LMS with compliance features bolted on — mandatory assignment, renewal cycles, certification expiry, audit reporting. If training is regulated, this framing matters more than the feature list.
The overlap is real, and plenty of products sit in two categories. But if you search only "free learning management system" you will not see the course platforms, and if you search only for course platforms you will not see anything that can report to an auditor.
The four kinds of free LMS
1. The free tier of a commercial platform
A hosted product with a capped free plan. Fastest start by a wide margin: you will have a course live the same afternoon.
What it costs you: the cap, and the cap is almost never courses. It is active learners — sometimes called seats, enrolments or monthly actives. That matters because course count is under your control and learner count is exactly the number you are trying to grow. A plan that is free for your pilot becomes a bill the moment the pilot succeeds.
Check the second paid tier, not the first. Free-to-first-paid is usually priced to feel reasonable; the step after that is where LMS pricing gets serious.
2. Open source, self-hosted
Mature, genuinely free, and used by universities and large enterprises. No learner caps, no seat maths, and your data stays on infrastructure you control.
What it costs you: running it. Servers, upgrades, plugin compatibility, backups, and security patching for a system holding learner records. This is a real and continuing job.

3. Course platforms with a free plan
Creator-focused platforms that host and sell courses. Free until you sell, then they take a percentage.
What it costs you: the revenue share, which is not a cost at all until it suddenly is. A transaction fee on a small course library is cheaper than any subscription. On a successful one it becomes the most expensive option on this page by a distance. Do the arithmetic at your target revenue, not your current one.
They also tend to own the learner relationship — check whether you can export your student list and contact them outside the platform.
4. Free-forever lightweight tools
Quiz builders, video hosts with progress tracking, document tools pressed into service as training delivery.
What it costs you: they are not learning management systems, and the gap shows up at reporting time. Usually there is no durable progress record, no attempt history on assessments, and no way to prove that a named person completed a named course on a named date — which is the entire reason regulated industries buy an LMS.
Good for delivery. Not a system of record.
What an LMS is actually expected to do
Feature lists are not much help, because every product lists the same words. More useful is how often each capability actually appears across real platforms. Use that as your evaluation checklist rather than the vendor's. Anything in the top half that a free plan does not do properly is a gap you will feel within a term.
The five questions to ask before you migrate
1. Is progress durable, or is it UI state?
The most common failure in cheap and self-built systems alike. Progress must be a stored record — this learner, this lesson, completed, at this timestamp, with a resume point — not something the interface calculates while the page is open.
Test it: complete a lesson, log out, clear the browser, log back in on another device. If your position is gone or the percentage has reset, progress is not durable and no report built on it can be trusted.
2. Do assessments keep attempt records?
There is a large difference between "the learner passed" and "the learner attempted three times, scored 48, 61 and 74, and here is what they answered." The first is a flag. The second is evidence.
If you will ever need to defend a certification, dispute a result, or improve a question that everybody gets wrong, you need attempts. Many free tiers store only the flag.
3. Can you export the course and the records?
Two separate exports, and vendors often provide only the first.
Course content export gets your material out. Learner records export — enrolments, completions, attempt history, dates — is the one with compliance value and the one more likely to be missing or locked behind a paid tier. Ask specifically, and ask for the format.
4. What is the tenancy model?
This decides more than it appears to. A platform built for a single creator selling to the public behaves very differently from one built for an organisation with departments, or a school with cohorts, or a company training its customers' staff.
Nearly four in five of the platforms we counted make an explicit choice here. Pick a product whose model matches yours, because tenancy is the hardest thing to work around later — it determines who can see whose results.
5. What happens when you exceed the cap?
Read-only, grace period, or locked out. Ask before the course library is in there, not after. With inventory data a lockout is inconvenient; with learner records mid-term it is an incident.
Migrating a course library without losing the records
Moving into a free learning management system is harder than moving into most software, because you are moving two things with different requirements: the content, and the history.
Content migrates badly and predictably. Video usually has to be re-uploaded rather than transferred. Quizzes almost never survive a move intact — question types differ between platforms and the mapping is lossy. Any interactive content built to a packaging standard may or may not import depending on which version each side supports. Assume you will rebuild assessments by hand and you will not be disappointed.
History does not migrate at all, in most cases. Completion records, attempt history and certification dates are typically not importable into a hosted platform, because the new system has no way to vouch for records it did not create. That is defensible, and it means you need a plan before you move, not after.
The practical approach:
- Export the old records first and keep them, in the most structured format available. This file is your compliance history for anything that happened before the cut-off. Store it where it will still be findable in five years.
- Draw a hard line at a cohort boundary — end of a term, end of a compliance year. Do not migrate mid-programme; learners lose their place and you lose the ability to explain the gap.
- Re-enrol rather than back-fill. Trying to reconstruct historical completions inside the new system produces records that look authoritative and are not. Let the new system's history start clean on a known date.
- Rebuild one course end to end before moving the rest. It surfaces the quiz-mapping problems while the cost of discovering them is one course rather than forty.
- Check the export on the new platform on day one, not the day you leave. If you cannot get your records out of the new system, you have swapped one trap for another.
Why "best free LMS" is usually the wrong question
Most free LMS tiers are competent at the same core — hosting content, enrolling learners, tracking completion — and diverge at reporting, assessment depth and tenancy. The thing that decides whether you are still happy in a year is fit, not features.
Adopting an LMS means adopting its model of teaching: its idea of a course, of a cohort, of what completion means, of who may see a result. If your programme matches, a free tier is an excellent deal. If it does not — competency frameworks, per-branch curricula, blended in-person and online, externally accredited assessment, training your customers rather than your staff — you will spend a year building workarounds around a system that is free.
The option most comparisons skip
If the free tiers do not fit and self-hosting is not attractive either, there is a third answer that became realistic recently: build the system your programme actually needs.
A coding agent can produce a working LMS in a couple of days. The honest caveat is that it will build the wrong one unless told precisely what right means. Left to guess, an agent produces courses as flat file lists rather than a module tree, progress as component state that vanishes on reload, and quizzes that store a pass/fail flag with no attempt history — the same three defects the weakest free tools ship.
If you go that route, insist on these in this order, which is roughly how often real platforms implement them:
- A real course tree — module, section, lesson — because a flat list cannot express a curriculum and retrofitting structure means re-authoring everything.
- Durable progress records, stored per learner per lesson with a resume point.
- Assessment attempts, not flags — score, answers, timestamp, per attempt.
- Reports derived from those records, never from parallel counters that drift.
- An explicit tenancy model chosen up front, because it sets data isolation and it is the hardest thing to change later.
